  • Ofcom will continue to review affordability for everyone, especially vulnerable groups.

And crucially: This is all to keep the Universal Postal Service alive and functioning in a world where people are sending fewer and fewer letters. In fact, the system was designed for 20 billion letters a year. It's now only handling 6.6 billion (with numbers anticipated to decline further).
